In 1933 Flora’s sister Bertha and her husband Howard Hall were granted guardianship of Charley and Flora’s six youngest children. I don’t know why, since Flora was still living, and remarried to her third husband William Harlan Johnson.

Rowan Co. Ky Guardian Bonds Book 2, p. 182 containt the following:

GUARDIAN BOND - COMMONWEALTH OF KENTUCKY

WHEREAS, Howard Hall has been appointed by the County Court of Rowan and qualifies as Guardian to Benjamin Jenkins, Margaret Jenkins, Elizabeth Jenkins, Ray Jenkins, Ada Jenkins Avenell Jenkins, NOW we, Howard Hall and Noah Hall his surety, do hereby covenant to and with the Commonwealth of Kentucky, in the penal sum of Six Hundred ($600.00) Dollars that the said Howard Hall will faithfully discharge the trust of Guardian to said Minors, in all respects as requested by law.
