Elliott Co., Ky birth records list John F. Skaggs, born 9 Jan 1876, father Peter D. Skaggs, mother’s maiden name Mary E. Waddle.
Many online family trees show his middle name as Franklin, but that is inconsistent with the draft registration.
Be careful not to confuse him with John Fleming Skaggs, born 11 Nov 1878, who married Sarah J. Medley in April 1899 in Morgan Co., Ky, and was listed with her there in the 1900 census, or with John Miles Scaggs, born 6 Jan 1874, son of Miles Scaggs and Millie Sparks.
Many online family trees show his middle name as Franklin, but that is inconsistent with the draft registration.

She was listed in the 1900 census as age 15, born Aug 1884, but all later records suggest a birthdate about 2 years earlier.

1910 census of Elliott Co., Ky, Sinking precinct, enumerated 29 April, lists on pp. 7A-7B as family #112/115:
Scaggs, John, 34, farmer; Sarah C., wife, 27, first marriage for both, married 9 years, mother of 4 children, 4 living; Wick K., son, 6; Delphia O., dau, 4; Calvin, son, 2. All born Ky Ky Ky.
Although it says Sarah is the mother of 4 living children, only 3 are listed. According to Elliott Co. birth records, their son Beecher was born in October 1909, but all other records say that he was born in 1910.
1920 census of Elliott Co., Ky, Sinking precinct, enumerated 14 Jan, lists on p. 6B as family #102:
Skaggs, John F., 44, farmer; Sarah, wife, 36; Wick K., son, 16; Delph O., dau, 14; Colvin, son, 11; Birch W., son, 9; Roscoe, son, 8 (?); Ruthy, dau, 4/12. All born Ky Ky Ky.
The age for Roscoe is overwritten. It looks like a heavy 8, as if 8 was written on top of itself twice, but could be 3, 5 and 6 all on top of each other.

Skaggs, John F., 54, age at first marriage 25, farmer; Sarah C., wife, 46, age at first marriage 17; Beacher, son, 19; Benjamin R., son, 13; Ruth, dau, 10; Mary, dau, 7. All born Ky Ky Ky.
