In the 1900 census she is recorded with her mother and stepfather as Rosa Tolliver, stepdaughter, age 14, born Nov 1885. But that conflicts with the birthdate of 25 Dec 1885 given by her brother Elisha Burton Tolliver on his WW I draft card. I don’t know whether she was younger or older than Elisha. They might even be twins, but they can’t have been born a month apart.
