Charles is listed twice in both the 1930 and 1940 censuses, with his parents and with his paternal grandparents. According to his first cousin Hugh J. Black, son of Ova Black and Lauda Susan Hall, he contacted polio as a small child, and after that was raised mostly by his grandparents. So apparently his grandparents listed him because he was living there, and his parents listed him because he was still a living child.
