The Kentucky birth index lists Leroy Allen, born 28 Jan 1927 in Bath Co., mother’s maiden name Irene Goodpaster.

I believe this is a mistranscription of Leroy Ullery, and that the birth is indexed that way because Billy had not yet been named at the time the birth was registered. (All unnamed infants are indexed under the father’s given name, regardless of gender.)
