The Kentucky Delayed Birth Registrations index (covers births from 1892 to 1910 that were registered after 1911) lists Ora E. Dillon, born 5 Apr 1909 in Rowan Co., mother’s maiden name Lula Royse. (Note that since this is a delayed registration there is no guarantee that the date is correct.)
The index of admittances and rejections for border crossings from the U.S. to Canada lists Ora Royse, age 19, born in Moorhead, Kentucky, residence Huntington, W.Va, occupation glass worker, arriving at the port of Windsor, Ontario, on 15 Apr 1926, nearest relative wife Helen Royse, 1035 Monroe Ave, Huntington, W.Va, admittance rejected. (Of the 20 applications for admittance on the page, 14 were rejected and only 6 admitted, so it was apparently nothing unusual.)
The SSDI lists Ora Royce, born 15 Apr 1908, died April 1983, last residence Portland, Multnomah Co., Oregon, SSN issued in West Virginia before 1951.
The Oregon death index lists Ora Ray Royse, age 74, born 15 Apr 1908, died 5 Apr 1983 in Washington Co., spouse Electra.
I suspect that he was really born on the 5th or 15th of April 1910. In the 1920 census, enumerated on Jan 1, he was recorded with his maternal grandparents (listed as Bob and Callie Royce) as Ora Royce, age 9 (incorrectly identified as their son), and he does not appear in the 1910 census (enumerated April 1.) Both would be consistent with a birth date after April 1 in 1910. It is possible, though, that his age was reported as several years younger than he really was in 1920, and for some reason he was just missed in the 1910 census.
