Notes for William “Bill” Riley Phillips
Many online family trees record him as a son of James Phillips and Nancy Cox, but he does not appear with them in the 1860 or 1870 censuses, and the later censuses for him suggest a birth date in 1856, before James and Nancy were married. I am consequently skeptical of that attribution, but until I find other evidence of his parents, I will attach him to their family as a “tentative link”.

There was a William Riley Phillips born May 1857 in Wise Co., Virgina, son of John Phillips, but he appears with his parents as still single in the 1880 and 1900 censuses, when this William Riley Phillips was already married to Ursley Jennings. I cannot find another match. (It is possible that he was born to Nancy before she married James, and raised by her relatives. If so, he might be recorded in the 1860 and 1870 censuses as a Cox.)
Notes for Ursula “Ursley” Jennings
Her gravestone gives her dates as 1839 - 1912, but the early censuses suggest a birth date closer to 1840 or 1841.
Census Notes for William “Bill” Riley & Ursula “Ursley” (Family)
1880 census of Floyd Co., Virginia, Indian Valley district, enumerated 2 June, lists on p. 4 as family #27:
Phillips, William, 24, farmer; Ursula, 28, wife; Flournoy, 17, son; Sarah E., 6, dau; Violet L., 4, dau; Emmett C., 2, son; Susannah, 1/12, b. April, dau. All born Va Va Va.

Urusula’s age is very inconsistent with earlier records; she was recorded as age 9 in 1850, age 20 in 1860, and age 27 in 1870. Flournoy is really the son of Ursula and her first husband Braxton Cox.

The next three households are Quesenberry families.

1900 census of Floyd Co., Virginia, Indian Valley precinct, enumerated 19 June, lists on p. 12B as family #206/209:

The next household is headed by Flournoy Cox, age 38, b. May 1862, with wife Susan M. (nee Phillips) age 35.

1910 census of Floyd Co., Virginia, Indian Valley district, enumerated 28 April, lists on p. 5B as family #89:
