Notes for Samuel Smedley Jr.
The register of U.S. Civll War War Union draft registry for the Ninth Congressional District (northeast Kentucky, including Rowan Co), dated Sep 1863, lists Samuel Smedley, age 30, farmer, unmarried, born in Kentucky, no former military service.

It is odd that he is recorded as unmarried, since he had been married for 11 years, and Delilah was still living. (The draft register recorded all able bodied males from 20 to 34, and all unmarried able bodied males from 35 to 44, and there is no other Samuel Smedley on the list, nor is there any other match in the census records, so it is not likely that this record is for a different Samuel Smedley of the same age.)
Notes for Samuel & Delilah Jane (Family)
Morgan Co. marriage book 1, p. 118, records the marriage of Sam'l Smedley Jr. to (what looks like) "Helia" Brown, license issued on 7 Feb 1852. The return is rather amusing, so I am going to quote it in full:

"I hereby certify that the Rites of Matrimony was celebrated between the within named parties by me the subscriber on the 11th inst Isaac Hardin Mark Lane & Adam Crose (who also wishes to marry no Doubt) & 20 others. Given under my hand this 12th Feby 1852 J. G. Williams P. G. M. E. C."

The Adam Crose who no doubt wished to marry was Adam Sr. His first wife Sally Crose had died in 1851, and he did indeed remarry soon, in April 1852 to Mary (Hornback) Jones, in Bath Co.
Census
1860 census of Rowan Co., Kentucky, enumerated 6 June, lists on p. 7 as family #51 (between Samuel Smedley Sr. and E. H. Pelfrey):
Smedley, Samuel Jr., 27; Delila, 28; Aaron, 7; David S., 4; Daniel B., 2. All born in Kentucky.

1870 census of Rowan Co., Ky, Pearce precinct, p. 122b, recorded June 15, lists as family #14:
Smedley, Samuel, 37, farmer; Delilah, 38; David, 14; Daniel, 12; Frances (female), 9; William, 5; Jackson, 2; Mary, 60, born Virginia; Elliott, William, 24, farm laborer. All except Mary born in Ky.

Next-door neighbors are Adam Crose, and Samuel’s son Aaron, listed as age 19. The daughter Frances age 9 is difficult to reconcile with Rowan County birth records, which record a son named “J. B.” born on 3 Dec 1861. This census is very clear; there is no chance that Frances’ age is really 7. Perhaps she was born in the fall of 1860, and the J. B. born in 1861 died before 1870.

1880 census of Rowan Co., Kentucky, Morehead precinct, lists as family #81 (between Alexander Carpenter and Jackson Morgan):
Smedley, Samuel, 47, farmer; Delila, 48; William, 14; John J., 11; Mary, 69, mother. All born in Kentucky.
(John J. is probably the same son listed as Jackson age 2 in 1870.)

1900 census of Rowan Co., Ky, Morehead precinct, p. 202a, lists as family #391:
Smedley, Samuel, 67, day laborer, b. May 1833; Delilia, wife, 68, b. Feb 1832; married 49 years, 8 children, 4 living; Hawkins, Thomas, 51, boarder, single, b. May 1849; Cassity, Elmira, 40, boarder, single, b. Apr 1860. All born Ky Ky Ky.
