His WW I draft registration card, filed 12 Sep 1918, says Hobert Riddle, age 19, residence Morehead, Ky, born 7 July 1899, occupation logman, employer American Column Log Co., Boon, W. Va, nearest relative Lillie Riddle, Miningsburg, Oh.

Be careful not to confuse him with Obert Lee Riddle (whose first name was also sometimes spelled as Hobert, including in the 1910 and 1920 censuses), born 20 Sep 1898 in Bath Co., son of Richard Andrew Riddle and Ida Mae Anderson. (They cannot be the same person, because the Hobart who married Myrtle Harmon is listed in Muncie in 1920, while the Hobert/Obert who married Bessie Thompson is listed in 1920 in Marion, Indiana, and they have separate draft registration cards and death records as well.)
Census
I cannot find Hobart, nor his sister Bertha, in the 1900 census, and probably not in 1910 either. He may be the Hobart Riddle who was listed in 1910 as a nephew of Spencer Riddle:

1910 census of Wyoming precinct, Bath Co., Ky, enumerated 18 April, lists on p. 1A as family #10:
Riddle, Spencer E., 43; Anna H., 34, wife, married 14 years, no children; Hobart, 11, nephew. All born Ky Ky Ky.

However, it is more likely that this is instead a duplicate entry for the Obert/Hobert Lee Riddle who was the son of Spencer’s brother Richard Andrew Riddle. The Hobart Riddle who married Myrtle Belle Harmon was the son of James W. Riddle and Millie Prather. This would make him only a second cousin once removed of Spencer, which would be somewhat unlikely to be recorded as a nephew.

Most likely James, Millie, Hobart and Bertha were all together in 1900 and 1910, perhaps in Indiana, and they were either missed in the censuses or I haven’t found them.

1920 census of Delaware Co., Indiana, Center township, Muncie ward 4, enumerated 2 Feb, lists on p. 9A as family #169/173, at 1514 Fifth St:
Johnson, Amial A., 27, b. Ind Ind Ind, moulder at Whitely foundry; Bertha, wife, 22, b. Ky Ky Ky; Robert C., son, 1 8/12, b. Ind Ind Ky; Riddle, Hobart, brother-in-law, 20, b. Ky Ky Ky, gatherer at glass factory.

The Indiana marriages database records the marriage on 10 May 1922 in Delaware Co. of Hobert Riddle, born 7 July 1899 in Kentucky, son of Jim Riddle and Millie Prater, to Myrtle Harmon, born 14 Aug 1904 in Muncie, Indiana, daughter of Frank Harmon and Bessie Smith.

Their joint gravestone says RIDDLE : Hobart “Rub” 1899-1965 : Married May 10, 1922 : Myrtle Belle 1905 - 1962
