The SSDI lists Tom Hall, born 4 Sep 1890, died May 1977, last residence Olive Hill, Carter Co., Ky.

The Kentucky death index lists Tom Hall, age 86, died 28 May 1977 in Carter Co., residence same.

His FindaGrave memorial lists his name as Thomas Means Hall. (There is no photograph of the stone, so it is unclear whether that name is inscribed on the stone, or whether it is from personal knowledge of the person who added the memorial.)
Notes for Nora Bailey
The Kentucky death index lists Nora B. Hall, age 69, died 15 Dec 1966 in Rowan Co., residence Carter Co.

Her gravestone gives her birth date as 14 Jan 1896, but she was recorded in the 1900 census as born Jan 1898, with a twin Cora, and they were both recorded as age 12 in the 1910 census. (Cora’s death records give her birth date as 14 Jan 1897.)

1920 census of Carter Co., Ky, Olive Hill precinct, enumerated 7 Feb, lists on p. 11B as family #199:
Hall, Thomas, 29, laborer at brick yard; Nora, wife, 23; Rosella, dau, 5; Annie B., dau, 1 6/12. Newman, Allene, stepdau, 11. All born Ky Ky Ky.

Tom’s brother Stewart is four households above, at the top of the page.

For Nora to have an 11 year old daughter doesn’t seem plausible, especially since judging by earlier censuses she was really just 22 in 1920. (She was recorded as age 2 in the 1900 census, born Jan 1898, and age 12 in the 1910 census.) Possibly Allene is her stepdaughter from a previous marriage to a Newman who already had a daughter.

1930 census of Carter Co., Ky, Clark Hill precinct, enumerated 7 April, lists on p. 7A as family #116/128:
Hall, Tom, 39, age at first marriage 22; Nora, wife, 33, age at first marriage 16; Rosella, dau, 15; Anna, dau, 11; Irene, dau, 8; Pauline, dau, 7; Dorotha, dau, 5; Louise, dau, 3 6/12; Lucille, dau, 1 5/12. All born Ky Ky Ky.
