Hudson, May, boarder, 18, b. Va/Va/Va, saleswoman at dept store; Payne, Claude L, boarder, 23, insurance agent, single, born and parents born United States. (This may indicate that Claude was not present at the time the census was taken, and his landlord did not know where he was born.)

Ida Bell was raised by the family of Tobias C. “Little Tobe” Phillips and her father's sister Mary E. Quesenberry, after her mother died.

Phillips, Tobias, 59, miller at grist mill; Mary E., wife, 58, married 38 years, mother of 13 children, 9 living; Noah P., son, 20; Clarence E., son, 16; Isabel Quesenbery, 8. All born Va/Va/Va.
1920 census of Lynchburg, Virginia (an independent city located within the bounds of Campbell Co.), enumerated 17 Jan, lists on p. 17A as one of about 250 women plus a few infants living in Martha Washington Dormitory at 1308 Campbell Ave:
Quesenberry, Belle, 18, single, b. Va/Va/Va.
This dormitory comprises pages 16A to 18B. All of the residents have the occupation seamstress at overall factory.
Census Notes for Claud Lane & Isabell ("Ida Bell") (Family)
1930 census of Amsterdam, Botetourt Co., Virginia, enumerated 8 April, lists on pp. 5B-6A as family #100/102:
Payne, Claud L, 34, b. NC/Va/Va, age at first marriage 22, insurance salesman; Ida B., wife, 29, b. Va/Va/Va; age at first marriage 17; Ralph L., son, 7, b. Va/Va/Va; Howard C., son, 5 6/12, b. Va/NC/Va. (The father’s place of birth column for Ralph should presumably be NC, to be consistent.)
The number of years married suggests a marriage date around 1918, but Claud was listed in the 1920 census as single. (I don’t think there could be two insurance salesmen named Claud L. Payne the same age in Virginia, especially when only one shows up on the census.)
