His gravestone has his birthdate as 9 June 1870.

I am not sure of Rhoda’s maiden name. The marriage record gives her name as Rhoda Wicker, and the 1910 census states that it is the first marriage for both, and the birth record of their daughter Bessie gives her mother’s maiden name as Roda Wicker. But the birth index for their son Frank gives his mother’s maiden name as Rhoda Triplett, and the death certificate of their daughter Mintie, who died while both parents were still alive, also gives her mother’s maiden name as Rhoda Triplett, as does the death certificate of their daughter Pearl, for which Rhoda was the informant.

My guess is that she was born out of wedlock but with a known father, and was sometimes referred to by one parent’s surname and sometimes by the other.

I cannot find her in the 1880 census under either name.

Rowan Co. marriage bond book 2, p. 66, and register A, p. 32, list the marriage on 26 Sep 1890 of Sherman Baldridge and Rhoda Wicker, bond surety D. G. Ham, consent note from Sallie Morris for her daughter Rhoda Wicker.

1900 census of Rowan Co., Ky, Morehead precinct, lists as family #361:
Baldridge, Sherman, 29, b. June 1870; Roda, wife, 25, b. May 1875, married 9 years, mother of 6 children, 3 living; Minda M., dau, 9, b. Jan 1891; Ollie, son, 4, b. Mch 1896; Dave, son, 7, b. May 1893. All born Ky Ky Ky. (The birthdate for Dave is very inconsistent with the 1910 and 1920 records. One possiblity is that it should have been 7 months.)

1930 census of Greenup Co., Ky, district 8, enumerated 17 April, lists on pp. 15B-16A as family #286/290:
Baldridge, Sherman, 59, age at first marriage 19, farmer; Roda, wife, 55, age at first marriage 15; Frank, son, 17; Bessie, dau, 11. All born Ky Ky Ky.

Two households above is their son Tally.
