So far as I can tell, Ruth was never really married.

1930 census of Raleigh Co., West Virginia, Shady Spring district, enumerated April 9, lists on p. 12A as family #62/63:
Quesinberry, Ruth, 53, widowed; Scarbro, William, son-in-law, 68, married, age at first marriage 65, farm laborer; Elsie M., dau, 29, age at first marriage 26; Asa W., grandson, 13; Ruth R., granddau, 9; Mary A., granddau, 5. All born Va Va Va.

The next household is headed by Ruth’s brother David.

1940 census of Summers Co., West Virginia, Greenbrier district, ED 45-10 (outside Hinton, north of railroad), enumerated 10 April, lists on p. 3A as family #36:
Quesberry, Ruth, 63, widowed; Scarbaugh, Elsie, dau, 39, widowed; Quesberry, Acie, son, 23, single; Mary, dau, 15, single. All born in Virginia, living in same house in 1935.

Acie and Mary are Elsie’s children, not Ruth’s.
