The year of birth is off by one; she was recorded in the 1900 census as age 3 crossed out and replaced with 2, born June 1897. (If she were born in 1898, she would have been 15 days shy of age 2 on the official census date of June 1.)

Rowan Co. marriage book 7, p. 516, records the marriage on 1 Jan 1912 of Harve Fraley, 23, farmer, born Rowan Co., residence Waltz, son of Dan and Sarah Fraley, to Laura Belle Lawson, 14, residence Waltz, born Carter Co., daughter of Robert and Martha Lawson. Marriage performed at Robert Lawson’s house by James A. Riley, witnesses Henry Fraley and Sam Springer, bond surety by Robert Lawson.

I have not found this family in 1920. They were probably somewhere in West Virginia, but I did broad searches like Har* or Laura born in Ky, any surname, and got no matches.

1930 census of Fleming Co., Ky, district 5, enumerated 18 April, lists on p. 7B as family #161:
Fraley, Harve, 42, age at first marriage 24, farmer; Laura, wife, 35, age at first marriage 15; Everest, son, 18; Otto, son, 16; Vollie, son, 14; Tiney, dau, 10; Piny, dau, 7; Lucille, dau, 5; Martha, dau, 2 10/12; Daniel, son, 0/12. Tiney through Martha born in West Virginia, all others Ky Ky Ky.
