The annual report of deaths to the Kentucky state auditor for 1859 lists Sarah Stephens, age 35, married, died 22 Jan 1859 in Madison Co., Ky, cause of death child birth.
The birth of her son William, though, is reported as being 14 Dec 1859. So one of the dates is wrong. I am entering the birthdate for William as 1858, primarily because he was listed as 1 year old in the 1860 census, recorded in July. But it might instead be that Sarah died in Jan 1860 and William’s age was somewhat inflated in the 1860 census.
These annual reports were compiled during the following year. The birth report for 1859 is dated 5 June 1860, and the death report is dated 21 June 1860.

Richard A. Stephens, 37, carpenter; Martha, 21; Caroline, 8; Philip, 6; William T., 1. All born in Ky.
(William’s middle initial might be F instead of T. It looks exactly like the T’s in names like Thomas, but the clerk only crossed about 60% of the F’s in Farmer in the occupation column, and it looks just like his uncrossed F’s as well.)
