I cannot find her in 1860 under either Lillard or Waller, or any spelling variation.

Census Notes for Thomas M. & Malissa (Family)
1870 census of Grant Co., Ky, Flat Creek precinct, enumerated 2 Sep, lists on p. 10 as family #68:
Waller, Edward, 36, farmer; Melissa, 64; Lillard, Melissa, 27. All born in Ky.
Edward was listed as 13 in 1850 and 23 iin 1860, so his age is quite off. The elder Melissa is his mother; she was listed as 41 in 1850 and 52 in 1860.
I have not been able to find Thomas Lillard in 1870, nor their four children. They were not in Grant Co., Ky. (Besides the usual searches on surname, given name and spelling variations, including Lil*, Lel*, Sil* and Sel* since this enumerator made very similar S and L shapes, I also did any any-name search on everyone with birthdates between 1859 and 1862, which should have caught America and May.)
1880 census of Grant Co., Ky, Flat Creek precinct, enumerated 8 June, records on p. 12 as family #96/98:
Waller, Edward, 42, farmer, b. Ky Vir Ohio; Lillard, Malissa, 40, sister, b. Ky Vir Ohio; Meck T., 20, dau, b. Ky Ky Ky; May M., 18, dau, teaching school; C. W., 17, son, farm laborer; Mina, 12, dau. Meck through Mina born Ky Ky Ky.
The “Edward” is very hard to read, because it is overwritten with another name, probably Malissa, although it looks more like Nationa. Most likely the enumerator started to list Malissa as head of household and then corrected himself.
