It also lists William Ragan, born 7 Jan 1912 in Bath Co., mother’s maiden name Rissie Quisenberry. Since children who are not named at the time the certificate was filed are indexed under the given name of the father (even if they are female), I believe what happened is that Omer’s original certificate did not give a name, and when he could not find it when needed to apply for a Social Security number (due to his own name being missing, his mother’s given name being misindexed, and he being mistaken about the county of birth), he filed a delayed registration.
