West Virginia was not formed until 1863; they apparently mean the part of Virginia that later became West Virginia.

1880 census of Rowan Co., Ky, Morehead precinct, enumerated June, lists on p. 9 as family #65/67:
Alderson, Harvy, 29, farmer, b. Va Va Va; Abbey, 24, wife, b. Va Va Va; Cyntha, 7, dau, b. Va Va Va; Rachel, 5, dau, b. Ky Va Va; Sarah, 3, dau, b. Ky Va Va; Willie, 1, son, b. Ky Va Va.

The ages for Sarah and Willie may be reversed. Sarah’s gravestone lists her as dying Aug 1880 at age 1 year 10 months, while most records for Willie say that he was born in 1876.
