His WW I draft registration card, filed 12 Sep 1918, records Charles Meadows, age 18, residence 167 Engle, Detroit, Michigan, born 10 May 1900, occupation metal polisher for Continental Motors, nearest relative Mrs. Luly Meadows, Salt Lake, Kentucky.
Since he was recorded as age 11 months in the 1900 census, taken in June, the reported birthdate must be a year off. (Ages in censuses are often wrong, but nobody would report a newborn infant as 11 months old.)
The SSDI lists Charles Meadows, born 10 Feb 1897, died Oct 1969, last residence Owingsville, Bath Co., Ky, SSN issued in Michigan before 1951.
The Kentucky death index lists Charles Meadows, age 72, died 8 Oct 1969 in Bath Co., residence same.

All born in Michigan, Ethel and Leonard living in same place in 1935, the others in rural Macomb Co., Michigan.

The relationship between Leah and Ethel is unclear (she is clearly not a male brother in law, even though those items are not crossed out), but the given names and ages are consistent with this being the wife and children of Charles Ray Meadows.
