The U.S. Public Records Index listed him (with birth date) living in Colorado Springs, CO in 1993, in Monument, CO undated, and in Littleton, CO in 1996. (The latter was posthumous, since he died in 1993. It is not a different person, unless there were two Joseph C. Herrins with exactly the same birth date.)
