The Kentucky birth index lists Elenora Marie Gulley, born 23 Sep 1921 in Rowan Co., mother’s maiden name Flora Buckner. It is a delayed certificate, filed on 5 May 1980. The 1930 census says she was born in West Virginia, although all the other children in the family were born in Kentucky. Perhaps she did not know that, and had to file for a delayed certificate when no birth record could be found in Kentucky.
