The 1900 census records her birth date as Aug 1887, but that is only 8 months after the reported birth date of her brother Grover in Dec 1886. There does not seem to be room in the child spacing to push Grover’s birth date earlier, so probably Dora was really born in 1888. (Unless Grover was not really her brother. His inclusion in this family group is based on the location of his gravestone next to Tom’s in Boston Gap Cemetery.)
