1940 census of Powell Co., Ky, precinct 5, ED 99-8, enumerated 10 April, lists on p. 7A as family #106:
Slusher, Charles, 29, laborer on W.P.A., Elcie, wife, 25; Earl, son, 5; Albert, son, 1. All born in Kentucky, living in same place in 1935.
I’m not sure that I trust the reported 1935 residence, since they had five children born in Menifee Co. from 1933 through 1938, and none born in Powell Co. during that decad. But it is possible that they lived in Powell Co. near the county line, and went to the hospital in Frenchburg for the delivery of their children.
