Jean Burchett's pedigree chart shows as the father of Dennis Downing: James Downing Jr., b. 1765, died Montgomery Co., Ky, s/o James Downing Sr., b. 1840 New York.
Her source for the father and grandfather seems to be a sketch of Dennis’s son James Franklin Downing in an 1878 publication “The United States Biographical Dictionary”. That sketch contains the lines “His father, Dennis Downing, was a native of the same state and county, and was born in 1801. His grandfather, James Downing, was born in Virginia in 1765, and his great-grandfather, James Downing, was born in New York about 1740, and was of Welsh descent; he moved to Virginia and from there to Kentucky, and was killed by the Indians.”
The death place of Montgomery Co., Ky for Dennis’s father is most likely incorrect. (Note that the sketch says Dennis’ grandfather was killed by Indians in Kentucky, but it does not say when or where his father died.)
It seems to me very likely that the father of Dennis Downing is the James Downing who lived near him and his brothers in Henry Co., Indiana, see the census notes below.

1830 census of Henry Co., Indiana, lists on page 57, 2nd line from bottom:
James Downing, males 1 10-14, 1 15-19, 1 20-29, 1 50-59; females 1 5-9, 1 20-29, 1 40-49.
Two lines above is the household of Dennis Downing. There is no entry for Francis Downing in this census. Perhaps he is the male 20-29 in this entry and the female 20-29 is his wife. The male 50-59 would have been born 1770-1780, which does not match with a birthdate of 1765.
