The date of birth column has no years indicated, and the top of the page says that it is for the year 1893-94. But the closing statement from the county clerk at the bottom of the next page states that the report is for births from 15 Sep 1893 to 15 Sep 1894, and the signature is dated 22 Feb 1895. So the implied year of births in August would be 1894.
There was another James B. Lewis, born Jan 1889 in Morgan Co., son of Zachary Taylor Lewis, so be careful not to get them confused.
