The 1900 census says that he was born Sept 1890, but that would conflict with the birthdate of 19 July 1890 inscribed on the gravestone of his sister Rena. (The 1900 census says that Rena was born July 1888.) If Rena was born in 1890, then Milligan may have been born in 1891.
His WW I draft registration card, filed 5 June 1917, records Milligan Fraley, age 24, residence Omar, Logan Co., West Virginia, born 18 Sep 1894 in Morerhead, Ky, occupation lumerman, married.
