The 1900 census, taken on 5 June, lists Elizabeth as age 1, born Feb 1898. That is inconsistent, since someone born on that date would be 2 in June 1900. Either the age or the birthdate must be wrong. Since Tildon and Martha were not married until Sep 1898, I am going to assume that the age is correct and the year of birth was wrong.
