Be careful not to confuse him with John C. Skaggs, son of James Skaggs and Mary Holbrook.

In 1870 he was recorded with his mother and stepfather:

Her death certificate records Hannah Rudd, age 70 years 2 months 2 days, born 9 March 1951 in Ky, died 11 May 1921 in West Liberty, Morgan Co., Ky, married, father Dave Matley, born in Va; mother’s maiden name Sarah Roseberry, born in Ky, cause of death illegible (looks like Efulefins), informant Joe Rudd, West Liberty, Ky, burial in Conley graveyard.

1860 census of Scott Co., Virginia, enumerated 26 July, lists on p. 109 as family #704:
Sarah A. Roseberry, 29, b. N.C., spinster; Irena, 9, b. Va; Hannah, 6, b. Va; Cyrus, 1, b. Va; Thursey Roseberry, 21, b. Va.

Morgan Co., Ky marriage records list the marriage of John D. Skaggs, age 21, and Hannah Robbins, age 23, on 26 June 1877, by S. Hamilton at his home, witnesses John C. Fyffe and Moses Conley.

1880 census of Morgan Co., Ky, Elk Fork precinct, enumerated 10 June, lists on p. 15 as family #101/102:
Skaggs, John D., 24, b. Ky Va Ky, farmer; Hannah E., 26, b. Va Va Va; Cyrus F., 2, b. Ky Ky Va.
