28 was granted on 25 Sep 1951 for Lydia May Pettit, born on 20 Jan 1891 in Powelton, Kanawha Co., West Virginia, father Mathew Pettit, mother’s maiden name Arizona Davis. The application was filed on 18 Aug 1951 by Lydia May Ayers, Cowen, West Virginia, and referenced as supporting documentation an affidavit signed 23 Nov 1948 by mother, Arizona Petitt, Kanawha Co., WV marriage book 5, p. 68, dated 22 May 1911, and her Webster Co., WVa voter registration record dated 4 April 1942.
The 1900 census lists no daughter named Lydia, but a daughter Eliza age 9 born Jan 1891. The 1910 census lists a daughter Eliza age 17. Possible explanations are that Lydia was sometimes known as Eliza, that Lydia and Eliza were twins and for some reason one of them was missed in both census years, or that Eliza was younger than Lydia and their records were collapsed in both census years. (It is not uncommon for this happen when a census taker takes notes during the visit and then transcribes them later into the official ledger, but it would be unusual for it to happen to the same two family members two censuses in a row.)
