Millard was the enumerator on many of the Rowan Co censuses.

He also served as the County Sheriff for some time, although I do not know the span of years.

MURDER IN MOREHEAD

Sheriff M.F. Fouch of Rowan County stepped into the Clerk's office Monday to get some papers, when a dispute arose between him and the Clerk, George A. Johnson. Fouch drew his pistol and fired at the clerk, but missed him. He then fired again, the second shot taking effect over the right eye, killing Johnson instantly.

Wednesday, November 8, 1893

At Morehead the grand jury indicted Sheriff Fouch for murder for the killing of Clerk Johnson.

The application for bail in the case of M.F. Fouch, ex-Sheriff of Rowan County, charged with the murder of George A Johnson, Clerk of the County Court of the same County in Morehead on October 2, came up before Judge John E. Cooper, Circuit Judge, in this city on Tuesday, and after hearing the evidence and argument of counsel; bail was allowed in the sum of $1000. The prisoner is confined in jail in this city and it is said that he will find the necessary bondsmen in a few days.

Fouch, age 73 years 9 months 11 days, born 6 Sep 1856 in Ky, died 17 June 1930 in Rowan Co., Ky, occupation farmer, married, husband of Sibbie Fouch, father Wm Fouch, born in Indiana, mother’s maiden name Evlin Thomas, born in Ky, cause of death paralytic stroke, informant Herb Fouch, Vale, Ky, burial in Fouch Cemetery.

Millard is buried with a wife listed as “Sibbie Fouch, born 25 Feb 1862”, no death date. The stones are captioned “Mother” and “Father”.

Rowan Co. marriage register lists the marriage on 18 Sep 1878 of Milard Fouth, age 21, born in Rowan Co, both parents born in Fleming Co., to Percila M. Abbott, age 16, born in Maggs Co., Ohio, father born in Morgan Co., Ohio, mother born in Felt Co., Pa.

1880 census of Rowan Co., Ky, Christy Creek precinct, p. 464B, lists as household/family #331/356:
Fouch, Milliard, 23, farmer; Percilla, 21, wife; Roscoe, 3/12, son; Walter S., 25, farmer; Martha, 23, wife; John, 3, son; Georgie, 1, son. All birthplaces Ky Ky Ky.

(Since no relationship is listed for Walter, and there is not even a bump in the “family” number for Walter, yet the relationships given for Martha, John and Georgie are to Walter, not to Millard, it is likely that the enumerator simply missed a change-of-family when entering the numbers, and that these are two separate households.)
