I’m splitting the difference in the two above reported birth dates, and entering his birth year as 1885, which is also the most consistent with census records. (In 1900 he was listed as Wm B, born Dec 1885.)
The Kentucky death index lists William E. Armstrong, age 91, died 15 Sep 1978 in Rowan Co.
