This is very likely to be the same person as Samuel Frederick Fichter of Shelby, Richland Co., Ohio, father of Lucia Fichter who married Noah Cassity. The age fits, I cannot find that Samuel in Ohio in 1930, and I cannot find any other Samuel Fichter (or variant spelling) anywhere in the country in any earlier census. The only problems are the birthplaces, which for Samuel Frederick Fichter of Shelby, Ohio would be Ohio Germany Switzerland, and for Laura Fraley’s husband was given as Kentucky Kentucky Kentucky, and that Sam reported his marriage to Laura as being his first. But census takers often put the resident state across the board when they simply forget to ask.

I cannot find her in the Kentucky birth index.

1930 census of Morgan Co., Ky, Blaze precinct, enumerated 23 April, lists on p. 10A as family #128:
Fichter, Sam, 50, age at first marriage 48, farmer; Laura, wife, 19, age at first marriage 17; Fraley, Troy, brother-in-law, 21, widowed, age at first marriage 18. All born Ky Ky Ky.
