The SSDI lists Sarah Bowman, born 27 Sep 1901, died Sep 1979, last residence Clearfield, Rowan Co., Ky.
The Kentucky death index lists Sarah E. Bowman, age 78, died 12 Sep 1979 in Rowan Co., residence same.
Her gravestone has her name as Sarah Roberts Bowman, with the above dates.
I cannot find a good fit in the 1910 census. (I wanted to find her to figure out if she is related to Herbert’s mother Lucinda Roberts.) Many member trees on Ancestry.com identify her with the Sarah E. Roberts daughter of Cornealus “Neal” Roberts and Martha Alice Newsome of Pike Co., Ky, who was recorded with her parents as age 1 born April 1899 in the 1900 census, and age 10 in the 1910 census, but I do not trust that identification. The birthdate is not a great fit, and the rest of the Cornealus Roberts family stayed in Pike Co. The trees to which it is attached do not seem to belong to close relatives, so they may just be accepting the “hints” from Ancestry based on name matches.
