The Ohio deaths index lists Ora N. Foster, age 86, born in Kentucky, died 6 Apr 1982 at Middletown Hospital, Butler Co., Ohio, widowed.
The Woodside Cemetery internment database records her father as Robert Harper and her husband as Millard Foster, but does not record her mother. I cannot find any match in any census year for a Robert or Bob Harper in Kentucky who would be of an appropriate generaton to be her father. So I suspect the father’s name is in error.
I also cannot find any Ora Harper or similar name in either the 1900 or 1910 census. I am attaching her speculatively as a daughter of Thomas B. Harper and Arzella Whitt primarily on the basis of there being a strong known connection between the two families - in the 1920 census, Millard and Ora were sharing a house with Arzella and her second husband Alex Short, and one of Alex and Arzella’s sons Courtney Short married Millard’s sister Minnie Foster. Furthermore, I cannot find Arzella in the 1900 census either, nor have I found Alex and Arzella’s family in the 1910 census. So Ora and Arzella may have been together both years.

They are sharing a house with the family of Alex Short and Arzella Whitt, whose son Courtney later married Millard’s younger sister Minnie.
1930 census of Butler Co., Ohio, Lemon township, enumerated 12 April, lists on p. 6A as family #110/116:
Foster, Millard, 34, age at first marriage 21, b. Ky Ky Ky, laborer at steel mill; Ora, wife, 36, age at first marriage 23; Jess, son, 11; Eva, dau, 9; Reba, dau, 7; Geraldine, dau, 5; Millard Jr., son, 4; Geneva, dau, 1. All children born Ohio Ky Ky.
The preceding house is headed by Millard’s parents.
